Steve Rogers travels to Madison, Wisconsin to visit Bernie Rosenthal. There happens to be a large charity concert going on in Madison at which the Super-Patriot is one of the speakers. Captain America confronts the Super-Patriot about the activities of his partners, and a mega-battle erupts! Who will win round one between Steve Rogers and John Walker? Meanwhile in Washington D.C., an Internal Revenue Service auditor takes special interest in Steve Rogers' tax return.
